Another weekend, another release, another toy

3.1.13 is available in ftp://ftp.edu.stockholm.se/pub/siag/. New is the
Clipart plugin which displays Postscript images. It is based on Tim
Theisen's Ghostview widget. This plugin has the advantage over the Image
plugin that the images scale well, something bitmapped images can't do.

It currently requires DSC comments. Try it with the tiger.ps example from
ghostscript, for example.

More changes from 3.1.12:

 - Improved DSC comments in generated Postscript

 - PW produces more compact Postscript code
